Highlights From Washington Update

  • A study was released last week by the Urban Institute on consumer experiences with exchanges. The report found that 84% of consumers surveyed thought that their health insurance agent or broker was the most valuable resource during open enrollment.   • HHS announced last week that 18 states were granted approval of their request to delay employee choice in their SHOP marketplaces. HHS also announced the latest round of navigator funding.   • In an unprecedented electoral upset, House Majority Leader Eric Cantor was defeated by a 10-point margin in his primary last Tuesday to Tea Party candidate David Brat. Cantor will be stepping down as Majority Leader in July, opening up a race with Majority Whip Kevin McCarthy, along with Reps. Steve Scalise, Peter Roskam, and others expected to compete for the job. Cantor’s loss will have major implications for legislation moving for the remainder of the term as he was able to coalesce many of the competing factions in the chamber.   • Sen. Jay Rockefeller introduced the reauthorization bill for CHIP last week. The legislation is intended as more of a full reauthorization including reforms, rather than an extension of the current program, given the changes made to children and family coverage under PPACA.   • The House held hearings on healthcare reform last week to discuss income verification and access to care.
